Commissioner’s Note on Fee/Deposit increases for 2011: While it is always our desire (as a Sports Council) to keep our fees as reasonable as possible, we do have to deal with the realities of having to pay for everything that goes into making our football program excellent. As I am sure the vast majority of you are aware, all levels of football, from the NFL down through leagues like the AAYFA have begun to focus on issues surrounding concussions and the injuries associated with them. This is leading to increased research and development for helmets, which while greatly increasing our athletes’ protection, also greatly increases our cost to replace outdated and/or damaged helmets. Currently, many of our older helmets are being replaced in a phased process over the next several years at a cost that is more approximately double their original cost (currently a new helmet costs approximately $115 to $250 each – depending on size and style).
Another issue I want to make sure everyone is aware of with respect to the cost of our program to some of the others in the area is that the Green Hornets’ Football Program follows NOSCAE (National Operating Committee on Standards for Athletic Equipment) Guidelines as adopted by the National Federation of State High School Associations. These standards dictate that all of the helmets that we use are inspected and tested prior to each season of use and that used helmets are fully reconditioned and sanitized prior to re-painting.
We do the same for all of our Shoulder Pads, Game Jerseys and Pants with respect to inspection, reconditioning and sanitizing.
With respect to our refundable deposit requirement, we made the decision to have the deposit more accurately reflect the actual replacement cost of the equipment at today’s prices vice an arbitrary number that might have been applicable a number of years ago. We also wanted to make sure there was sufficient incentive for families to return the equipment at the end of the season in a timely manner so as to avoid having their deposit check cashed for non-return of the equipment.
So, while it was a tough decision to raise our fees and deposit requirements for 2011, I hope you all can see why these decisions were required.

Refunds: Roster positions, equipment and county fees have to be secured following registration, regardless of whether a child plays or not. As a result the Refund Policy is as follows:
Scholarships
Fully and partially paid registrations are available on a limited basis. Referred to as “scholarships”, these grants are not based on academics, but on need and situation. Our goal is to provide a place for kids to play. Please contact the Commissioner directly and each case will be reviewed individually.
Transfer Players
For players seeking a transfer into a new program, Anne Arundel County now requires that a Youth Player Release form be completed before acceptance. www.aacounty.org/RecParks/coaches_information/sport_forms.cfm#A
